Administration supports the clarification provided for Council Expense Policy C-AD24.

Administration supports the direction to adjust the Council compensation due to the federal legislation change effective January 1, 2019.

Purpose
The revisions to Council Expense Policy C-AD24 were prepared to create clarity along with minor administrative updates.

The Federal Government Income Tax Act change eliminating the one-third tax-free option for election office holders across Canada, is effective January 2019. This impacts Parkland County Council Compensation Policy C-AD22 and Schedule A.

Summary
Minor revisions were made to the Council Expense Policy C-D24, as there was a lack of clarity relating to the requirement of proof of expenditures for meal reimbursement. Section 2(k) was revised to include "proof of expenditure ie: credit card statement". Further revisions made were simply to update the change of department name to Legislative Services from Legislative and Administrative Services.

At the April 3, 2018 Committee of the Whole meeting, Administration brought forward a report to outline the effect of the upcoming Federal Income Act Changes to Council Compensation. The original Administrative Report has been attached for Council's reference.

Administration is recommending that Council compensation be adjusted in the 2019 budget to offset the effects of the federal taxation changes that take effect on January 1, 2019. Once the 2019 budget has been approved, Administration will bring forward the necessary changes to Council Compensation Policy C-AD22.
