Administration supports the motion as presented.

 

Purpose

Administration is presenting an update with regards to the Recreation and Culture Cost Share Agreements between Parkland County and its partners.

 

Summary

Parkland County currently has cost share agreements with five (5) municipal partners relative to seven (7) recreation facilities and one culture facility.  They include both operational cost share and capital cost share components, with the capital requests being considered by Council on a case by case basis.  Additionally, we have had an agreement with the Village of Wabamun in the past but their facility is currently not operational and as such no cost sharing is occuring at this point in time. 

 

With the exception of Yellowhead County's cost share agreement, the remainder were set to expire at the end of 2017.  Due to the work underway following the completion of the Parks, Recreation and Culture Master Plan along with the uncertainty of the scope of the pending Intermunicipal Collaboration Framework (ICF) agreements, all of the parties involved agreed on a one year extension for 2018 based on the same terms and conditions to provide additional time to determine the appropriate next steps.  Yellowhead County will be addressed outside of these negotiations as their agreement is more reciprocal in nature and doesn't expire until the end of 2019.

 

Administration has had an initial meeting with representatives from partner municipalities to start the discussions and to lay the groundwork and principles that would be used in guiding future discussions.  These were identified through the Parks, Recreation and Culture Master Plan process and included:

5. Security and Verification

6. Operational and cost efficiency

 

The current funding formula is based on actual, self-identified use by by County residents within the context of the agreements.  Going forward, additional options with regards to funding formulas as well as facilities and/or services to be included will be reviewed and discussed both internally and with our partners prior to any recommendations being made to Council.  This may include facilities, programs and services that were not cost shared on in the past within each of the partner municipalities.  These discussions will continue for the coming months, with the goal of having recommendations to Council by the end of year for consideration and decision.
