Administration Recommendation
Administration supports the motions being that Bylaw 2018-18 receive first reading. A public hearing will be held to hear public comment. Upon closing of the public hearing, Council may consider Bylaw 2018-18 to receive second and third reading at this meeting.
Purpose
That the opportunity for public comment on Bylaw 2018-18 is given, and public comments inform Council's final approval of Bylaw 2018-18.
Summary
In accordance with MGA Section 692, Council must hold a public hearing for the Parkland County / Yellowhead County Intermunicipal Development Plan (IDP) Bylaw 2018-18. Administration is requesting that the public hearing be held on the same date as all Council readings for the Bylaw.This approach expedites the approval process for both Bylaw 2018-18 and the Parkland and Yellowhead County Intermunicpal Collaboration Framework (ICF) Bylaw 2018-16.
Parkland County and Yellowhead County hosted a joint public open house on the draft IDP and ICF on Tuesday, September 18, 2018. Open House findings are summarized in the "What We Heard" document (attachment 7).
Strategic Plan/Policy/Legal/Staff Implications:
Completion of the IDP is required under Municipal Government Act (MGA) Section 631(1). Approval of Bylaw 2018-18 and ICF Bylaw 2018-16 fulfills the County's requirement for intermunicipal collaboration with Yellowhead County as mandated in the MGA.
