Draft Parkland County and Village of Spring Lake Intermunicipal Development Plan

Purpose
To provide the Committee of the Whole with the draft Parkland County and Village of Spring Lake Intermunicipal Development Plan.
Summary
Recent changes to the Municipal Government Act require Parkland County to complete Intermunicipal Collaboration Frameworks (ICFs) and Intermunicipal Development Plans (IDPs) with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board. All ICFs and IDPs undertaken by Parkland County must be completed by April 2020.
Since May 2018, Parkland County has been working with the Village of Spring Lake to prepare an IDP (see attachment 1). Administration is working with the Village of Spring Lake to undertake final changes to the draft Parkland County and Village of Spring Lake IDP. A joint public open house will be held on October 24, 2018 at the Village of Spring Lake. The open house will provide residents from both municipalities with the opportunity to review and comment on the draft IDP. Open house findings will be presented to Council in a final "What We Heard Report" at the time of the IDP Bylaw approval.
Strategic Plan/Policy/Legal/Staff Implications:
Attachment 2 - Administrative Report presents the proposed Council timelines for approval of the IDP and its associated ICF, as well as, additional project information. Administration intends to bring forward the Parkland County and Village of Spring Lake IDP for 1st, 2nd, and 3rd and Final readings at the November 13, 2018, regular Council meeting. Council will also be requested to hold the required Public Hearing for the IDP Bylaw at the November 13, 2018, regularly scheduled Council meeting.
Final approval of the IDP is proposed to occur concurrently to the 3rd and Final reading of the Parkland County and Village of Spring Lake ICF. The 3rd and Final reading of the Parkland County and Village of Spring Lake ...
