Draft Parkland County and Summer Village of Betula Beach Intermunicipal Development Plan

 

Body

Purpose

To provide the Committee of the Whole with the draft Parkland County and Summer Village of Betula Beach Intermunicipal Development Plan.

 

Summary

Recent changes to the Municipal Government Act require Parkland County to complete Intermunicipal Collaboration Frameworks (ICF's) and Intermunicipal Development Plans (IDP's) with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board. All ICF's and IDP's must be completed by April 2020.

 

Since August 2018, Parkland County has been working with the Summer Village of Betula Beach to prepare an IDP (Attachment 1). A joint public open house is anticipated for January 2019. The open house will provide residents from both municipalities the opportunity to review and comment on the draft IDP. Open house findings will be presented to Council in a "What We Heard Report" at the time of the IDP Bylaw approval.

 

Administration intends to present the Parkland County and Summer Village of Spring Lake IDP for first, second, and third and final reading in early 2019. Council will also be requested to hold the required public hearing for the IDP Bylaw in early 2019.

 

Final approval of the IDP is proposed to occur concurrently to third and final reading of the Parkland County and Summer Village of Betula Beach ICF. The first and second reading of the ICF Bylaw is scheduled on December 11, 2018.

 

Strategic Plan/Policy/Legal/Staff Implications:

Municipal Government Act (MGA) Section 708.28. Approval of the Bylaw is not deemed complete until parties to the ICF have also adopted an Intermunicipal Development Plan (IDP).
