Administration supports the proposed motions.

 

Purpose

To provide Council with the final Parkland County and Summer Village of Betula Beach Intermunicipal Collaboration Framework (ICF) Bylaw.

 

Summary

Section 708.28 of the Municipal Government Act (MGA) requires Parkland County to complete intermunicipal collaboration frameworks with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All intermunicipal collaboration frameworks must be completed by April 2020.

 

Strategic Plan/Policy/Legal/Staff Implications:

In accordance with the MGA, intermunicipal collaboration frameworks must be approved by the adoption of matching bylaws by partnering municipalities. The Administrations of both Parkland County and Summer Village of Betula Beach have collaborated to ensure that the bylaws to be adopted by both municipalities are consistent.

 

Administration is expecting to complete the Parkland County / Summer Village of Betula Beach Intermunicipal Development PLan (IDP) in early 2019. At that time, Administration will present the IDP to Council for approval and Bylaw 2018-27 for third and final reading.
