1. That Council approve the Truth and Reconciliation Calls to Action Sub-Committee Terms of Reference, as presented.
2. That Council appoint three Council members to the Truth and Reconciliation Sub-Committee.

Purpose
To approve the terms of reference and appoint council members so that administration can start the committee process.
Summary
Administration presented the Terms of Reference to the Committee of the Whole on December 4, 2018, for discussion. Administration revised those Terms of Reference accordingly. Revisions include: under Purpose #3 - added municipal neighbours and under Purpose, and Decision & Quorum the action plan completion, report, and recommendations dates were changed from December 31, 2019 to June 30, 2019.
The Truth and Reconciliation Commission initiative was originally presented to the Committee of the Whole on December 5, 2017, and administration was directed at that time to establish a subcommittee regarding the Treaty 6 Acknowledgement and Truth and Reconciliation Commission of Canada-Calls to Action.
The Truth and Reconciliation Commission (TRC) was created following the Indian Residential Schools Settlement Agreement. Through that agreement the Government of Canada settled class action law suits brought on behalf of the thousands of people removed from their families as children and placed in residential schools by the Government of Canada. In 2015 the TRC issued the report Honouring the Truth, Reconciling for the Future and made a number of Calls to Action. Administration’s initial review of the report found 7 of the 94 Calls to Action that refer directly to municipalities, and others may be actionable by municipalities as the order of government most capable of responding.
