1. That the Regional Transit Services Commission Transition Team Terms of Reference be approved, as presented.
2. That Council appoint one member of Council, one member of Council as an alternate, and the Mayor as ex officio to the Regional Transit Services Commission Transition Team.

Administration supports the proposed motion to appoint members of Council, as presented in accordance with the Regional Transit Services Commission (RTSC) Transition Team Terms of Reference.
Purpose
Initially when the City of Edmonton and City of St. Albert were working through Phase 1 of the Regional Transit Services Commission project, a Terms of Reference was developed to guide the group's work. Since all 13 members of the Edmonton Metropolitan Region signed the Memorandum of Understanding on October 11, 2018, a new Terms of Reference is required to frame the Transition Team's work moving forward. The membership and process of the RTSC Transition Team is to include one elected official appointed to the project from each municipality, plus an alternate to assume responsibility in their absence, and the Mayor from each municipality as ex officio, non-voting members. Administration supporting the project will serve as non-voting Transition Team support. The decision making for the Transition Team will be consensus base. Mayor Rod Shaigec and Council Member Darrell Hollands were appointed to the Edmonton Metropolitan Region Board Regional Transit Services Commission.
Summary
The Memorandum of Understanding (MOU) committed to by all municipalities, and was framed in the initial letter of invite that the Regional Transit Services Commission seeks to accommodate all regional partners with a governance structure that is fair and equitable to every participating municipality.
