Parkland County and Summer Village of Betula Beach Intermunicipal Development Plan Bylaw 2018-29

 

Proposed Motions

1. That Bylaw 2018-29 receive first reading.

2. That Bylaw 2018-29 receive second reading.

3. That Bylaw 2018-29 be presented at this meeting for third reading.

4. That Bylaw 2018-29 receive third and final reading.

Administration Recommendations

Administration supports the motions being that Bylaw 2018-29 receive first reading.

 

After first reading, public hearing will be held to hear public comment. Upon closing of the public hearing, Council may consider Bylaw 2018-29 to receive second and third reading at this meeting.

 

Purpose

That the opportunity for public comment on Bylaw 2018-29 is given, and public comments inform Council's final approval of Bylaw 2018-29.

 

Summary

In accordance with Municipal Government Act (MGA) Section 692, Council must hold a public hearing for the Parkland County and Summer Village of Betula Beach Intermunicipal Development Plan (IDP) Bylaw 2018-29. Administration is requesting that the public hearing be held on the same date as all bylaw readings.

 

Administration last presented the draft IDP to Council at the December 4th, 2018 Committee of the Whole meeting. Since that time, minor amendments have been undertaken to the draft IDP. Attachment 8 outlines the amendments and rationale for the amendments. Open House findings are found in Attachment 6 and outlines findings from the a joint public open house held by Parkland County and the Summer Village of Betula Beach.

Strategic Plan/Policy/Legal/Staff Implications:

Completion of the IDP is required under MGA Section 631(1). Approval of Bylaw 2018-29 and ICF Bylaw 2018-27 fulfills the County's requirement for intermunicipal collaboration with the Summer Village of Betula Beach as mandated in the MGA.
