Administration Recommendations
Administration supports the proposed motions.

Purpose
Proposed Bylaw No. 2018-31 are text and map amendments to the Acheson Industrial Area Structure Plan Bylaw 2014-29. The proposed amendments remove approximately 86 hectares of land currently identified as constrained and delayed development to ready for immediate development. The amendments also include text changes to reflect the Memorandum of Understanding executed by Parkland County and the City of Edmonton regarding upgrades to 231 Street. The Edmonton Metropolitan Region Board (EMRB) provided approval of the ASP amendments on March 12, 2019, no appeals to this recommendation were made from any member municipalities.

The proposed ASP amendments are supported by a Conceptual Scheme for the Sec 11-53-26-W4M lands that provides a policy framework for the development and ultimate buildout of the Conceptual Scheme Area. As the Conceptual Scheme is not a Statutory Document it does not require referral to the Edmonton Metropolitan Region Board (EMRB). At the Public Hearing, Tidewater Midstream and Infrastructure Ltd. provided comments requesting revisions to some of the policy statements regarding the private negotiations between the oil and gas operator and the land owners within the Plan area. Administration has considered this input and has amended the Conceptual Scheme as presented in Attachment 3.
