Administration supports the proposed motions.

 

Purpose

To provide Council with the final Parkland County and Summer Village of Kapasiwin Intermunicipal Collaboration Framework (ICF) Bylaw.

 

Summary

Section 708.28 of the Municipal Government Act (MGA) requires Parkland County to complete intermunicipal collaboration frameworks with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All municipal collaboration frameworks must be completed by April 2020.

 

Strategic Plan/Policy/Legal/Staff Implications:

In accordance with the MGA, intermunicipal collaboration frameworks must be approved by the adoption of matching bylaws by partnering municipalities. The Administrations of both Parkland County and the Summer Village of Kapasiwin have collaborated to ensure that the bylaws to be adopted by both municipalities are consistent.

 

In August 2019, Alberta Municipal Affairs denied a request for an exemption for completing an intermunicipal development plan (IDP) between the County and Summer Village (attachment 3). As such, final approval of the ICF requires an approved IDP between both municipalities. Administration supports first and second reading of the Parkland County and Summer Village of Kapaswin ICF to streamline the IDP approval process. Administration anticipates final completion of the IDP in late Spring 2020.
