Administration supports the proposed motions.

 

Purpose

To provide Council with the final Parkland County and Summer Village of Seba Beach Intermunicipal Collaboration Framework (ICF) Bylaw.

 

Summary

Section 708.28 of the Municipal Government Act (MGA) requires Parkland County to complete intermunicipal collaboration frameworks with all municipalities sharing common boundaries where neighbouring municipalities are not members of a growth management board (Edmonton Metropolitan Region Board). All municipal collaboration frameworks must be completed by April 2020.

 

Strategic Plan/Policy/Legal/Staff Implications:

In accordance with the MGA, intermunicipal collaboration frameworks must be approved by the adoption of matching bylaws by partnering municipalities. The Administrations of both Parkland County and the Summer Village of Seba Beach have collaborated to ensure that the bylaws to be adopted by both municipalities are consistent.

 

Administration is expecting to bring the Parkland County / Summer Village of Seba Beach Intermunicipal Development Plan (IDP) forward for a public hearing and final approval on September 24, 2019. At that time, Administration will also present Bylaw 2019-10 for third and final reading.
