Safety Codes Quality Management Plan - 2019 Revision

 

Proposed Motion

That Council approve the revised Safety Codes Quality Management Plan for Parkland County, as presented.

Administration Recommendation

Administration recommends that Council approve the revised Safety Codes Quality Management Plan for Parkland County for submission to the Safety Codes Council.

 

Purpose

In order for a Quality Management Plan to be put in place, it must be approved by Parkland County’s Council through a Council Resolution, and signed by both the Mayor and Chief Administrative Officer.

 

Summary

Every municipality accredited by the Safety Codes Council to conduct safety codes permitting and inspection services is required to have a Quality Management Plan (QMP). A QMP outlines the technical services provided by the municipality as well as the expectations for service delivery. Parkland County’s QMP was last updated on May 26, 2015. Since that time, the Safety Codes Council has established a new template that all municipalities are expected to utilize. The revised QMP, shown in Attachment 1, aligns with this new template and includes:

 

Schedule A: Scope and Administration - outlines Parkland County’s responsibilities for administration, effectiveness, and compliance with the QMP, such as personnel requirements, records management and acknowledgement.

 

Schedule B: Operational Requirements - establishes responsibilities and processes in order to provide compliance monitoring services in accordance with the Safety Codes Act, applicable regulations, and Safety Codes Council policies, such as application requirements, permit conditions, process for serving orders, conduction of site inspections, and file closure.

 

Schedule C: Technical Discipline Service Delivery Standards - outlines specific service delivery standards for building, electrical, gas, plumbing, and private sewage disciplines, including the number of recommended inspections at various stages of construction and installation.

 

The revised QMP was provided to the Safety Codes Council for initial feedback. All comments and suggestions have been incorporated and the QMP presented meets format and content requirements acceptable to the Safety Codes Council.
