Proposed Motions

1. That Bylaw 2019-21 be received for information, as presented.

2. That Bylaw 2019-21 be referred to the November 26, 2019 Council meeting.

Administration supports the proposed motions.

 

Purpose

New Provincial Local Authority Emergency Management Regulations will come into effect January 1, 2020.  Proposed Bylaw 2019-21 will align Parkland County with the new Provincial Regulations.

 

Summary

Parkland County's Emergency Management Agency Bylaw 2014-15 was approved by Council at it's meeting held on April 14, 2014.  Administration has reviewed the new Provincial Regulations and identified a number of changes to Bylaw 2014-15.

 

The changes to the Local Authority Emergency Management Regulations are mostly procedural; and, a summary of the changes include:

 

1. Expanded the definition of the Emergency Advisory Committee, its membership, meeting quorum, and purpose of the committee.  This includes a minimum of one annual meeting.

 

2. Expanded the definition of the Emergency Management Agency, its membership, meeting quorum, and purpose of the committee.  This includes a minimum of one annual meeting.

 

3. Added the role of the Deputy Director of Emergency Management into the bylaw formally and the process of appointment.

 

4. Added the process to follow when declaring, renewing, and terminating a State of Local Emergency.

 

Administration will present for Council's consideration, Municipal Emergency Management Bylaw 2019-21 at the November 26, 2019 Council meeting.  Proposed Bylaw 2019-21 will repeal Emergency Management Agency Bylaw 2014-15.
