That the Entwistle Fiber project be put on hold pending completion of the Smart Parkland Viability Process and the establishment of an appropriate business model and/or partner.

Purpose
This will be an opportunity to review the County's broadband strategy before any additional funds are spent.
Summary
The Entwistle Fiber project was approved in the 2017 capital budget. The project has had several delays and scope changes over the past two years. As a result of these scope changes, the project is now fully spent and requires additional funding to become operational. As outlined in the attached presentation, the project will require an additional $140,000 to become operational. Once the project becomes operational it will require an additional $153,000 in year one, $170,000 in year two, $147,000 in year three and $121,000 in year four for a total of $591,000 in additional funding in the first four years of operation.
