Purpose
To proceed with an exemption from completing an intermunicipal development plan with the Summer Village of Kapasiwin.
Summary
Recent amendments to Section 631 of the Municipal Government Act (MGA) replace regulations requiring the completion of an Intermunicipal Development Plan (IDP) with an adjacent municipality where an IDP is determined to be unnecessary. Parkland County, in conjunction with the Summer Village of Kapasiwin, has been seeking an exemption from undertaking a joint IDP since April 2019.
Strategic Plan/Policy/Legal/Staff Implications:
The amended MGA allows adjacent municipalities to forego the completion of an IDP where the municipalities agree that the IDP is unnecessary. Municipal Affairs has advised that a Council resolution is the most appropriate means to formalize the exemption. Administration has requested the Council of the Summer Village of Kapasiwin to approve a similar resolution to support the IDP exemption. Resolutions, once approved, will be filed with the County and Summer Village.
Administration will proceed with Third and Final Reading of Bylaw 2019-13 Parkland County and Summer Village of Kapasiwin Intermunicipal Collaboration Framework (ICF) in February 2020. Final approval of Bylaw 2019-13 will fulfill all formal requirements for collaboration with the Summer Village of Kapasiwin under the MGA.
