That the Committee direct administration to present to Council an engagement plan regarding chickens on parcels less than 2 acres for a proposed amendment to Bylaw 2015-09 Animal Control, as presented.

Administration Recommendation

Administration recommends that targeted public engagement be conducted to gather broader input from residents in order to determine the need for amendment to the Parkland County Animal Control Bylaw (2015-09) and impact on County resources as a result of the amendment.

 

Purpose

This review was initiated by public Input to Council requesting consideration of an amendment to Parkland County Animal Control Bylaw (2015-09) to allow county residents to have chickens on parcels less than 2 acres.

 

Summary

Parkland County Animal Control Bylaw (2015-09) does not permit any animals other than dogs and cats on parcels less than 2 acres. In 2015, a pilot project proposal to allow chickens on parcels less than 2 acres was presented to Council which was not approved. Another public request came forward in May 2020 requesting amendment of the bylaw to allow for chickens on parcels less than 2 acres for reasons such as egg production and food security issues as a result of Covid-19. Residents presented to Council and provided a report (attached) including background, rationale and questions.
