Administration supports the Wabamun Dissolution update to Council.
Purpose
To inform Council of the Wabamun Dissolution transition progress.
Summary
On December 9, 2020, the Province of Alberta approved Order in Council 386/2020 which finalized the dissolution of the Village of Wabamun into Parkland County effective January 1, 2021. The Village of Wabamun is now formally a Parkland County hamlet within Division 5. The County has inherited the hamlet along with the land, assets, liability and employees. Existing bylaws and policies remain in effect until the County takes steps to repeal, amend or replace these documents. Everything is status quo at this time.
On December 15, 2020, administration presented Council with proposed amendments to Parkland County’s operating and capital budgets, as an interim measure to ensure that there is no disruption in services to residents or vendors payments. Administration will review service delivery to refine these budget estimates over the next months to ensure estimates are reflective of 2021 needs for the hamlet. The net effect of the budget amendment has no impact on the proposed municipal tax levy.
Wabamun staff have been integrated into Parkland County operations and a determination of their exact duties will be made over the next couple of months. Their role in the transition is crucial at this time.
We are currently waiting for accurate transition funding details from the province. Those details will be shared when available.
Our goal is to align services in the Hamlet of Wabamun to those provided in other Parkland County hamlets. A webpage has been set up on the Parkland County website.
