Proposed Motion

That Administration be directed to submit to the Government of Alberta, Alberta Community Partnership (Intermunicipal Collaboration) an application for grant funding in the amount of $200,000 for the purpose of aligning service systems, projects and agreements between the Town of Stony Plain, City of Spruce Grove and Parkland County as a result of work completed through the Tri-Municipal Regional Plan.

Purpose

If approved by Council, an application to the Alberta Community Partnership program for $200,000 will be requested to support regional collaboration with the Town of Stony Plain and City of Spruce Grove through the advancement of the Tri-Municipal Regional Plan.

 

Summary

Administration has submitted an application for grant funding from Alberta Community Partnership (ACP) Intermunicipal Collaboration to support opportunities for aligning service systems, projects, and agreements between the Town of Stony Plain, City of Spruce Grove, and Parkland County as a result of work completed through the Tri-Municipal Regional Plan (TMRP). A Council resolution supporting participation in the application is a requirement for funding consideration.

 

The TMRP is scheduled for completion and presentation to the three municipal Councils in Q2 2021. The purpose of this project is to advance the TMRP through laying the groundwork for service delivery improvement and regional collaboration projects. The activities that will be undertaken in support of the TMRP advancement are collaborative service delivery, development of shared investment projects, alignment of planning for improved operational efficiency, reduction of municipal red tape and enhancement of service benefits to regional citizens. The project outputs and expected results include the development of intermunicipal service sharing agreements, regional service delivery business plans, site and cost analysis, updates to existing bylaws, policies and service sharing agreements, update and alignment of service level standards, draft committee terms of reference, development of change management to support the three municipalities, and development of communication and public participation strategies.

 

The grant funding will be used to retain experts to facilitate and support the municipalities in the completion of the above noted activities. There is no requirement for fund matching for this grant. However, administration will contribute time and effort to the project.

 

Motions of support for the project from each of the municipal partners will be put forward to the Councils on January 25 and 26, 2021.
