Proposed Motion

That Administration be directed to submit to the Government of Alberta, Alberta Community Partnership (Municipal Restructuring) an application for grant funding in the amount of $250,000 for Transitional costs and $950,000 for Infrastructure and Debt Servicing Post Dissolution.

Administration supports the proposed motion.

 

Purpose

Upon Council's approval, an application to the Alberta Community Partnership program for $1,200,000 will be requested to support operating and capital costs associated with the Wabamun dissolution and integration into Parkland County.

 

Summary

Administration will be submitting an application under the Alberta Community Partnership (ACP) Municipal Restructuring Transitional Stream and Infrastructure and Debt Servicing Post Dissolution Stream. The Transitional Stream provides support for operating activities such as a financial audit, community engagement, infrastructure audit or asset management plan, integration or migration of administrative systems, legal and legislative costs, library costs, organizational review, personnel costs associated with transition activities, and relocation of operations. The Infrastructure and Debt Servicing Post Dissolution Stream supports repayment of non-utility debt and infrastructure repairs and upgrades.

 

The grant funding will be used to support internal costs or to retain experts to facilitate and support Parkland County through the transition. There is no requirement for fund matching for this grant. However, administration will contribute time and effort.

 

The application deadline is February 5, 2021.

Grant funding will help to support a smooth transition for Wabamun residents and reduce some of the administrative effort required.
