That Council approve the Parkland County Pilot Traffic Safety Initiative, as presented.

Administration supports the proposed motion to approve a Pilot Safety Initiative.

Purpose
The fall of 2020, the Province announced that Community Peace Officers have been granted additional authorities to conduct traffic enforcement on one and two digit highways.

Summary
At present, Parkland County Enforcement Officers manage gravel hauling, commercial vehicles and traffic infractions on three digit highways and County roadways. Once a vehicle transitions to a one or two digit highway, the authority is lost to deal with such matters. Upon receiving a Provincial announcement, administration reviewed an opportunity to embark on a pilot project to effectively manage traffic on all roadways within the geographic boundaries of Parkland County.

Expanding enforcement activities to more primary and arterial routes that are frequented by the criminal elements allows for traffic enforcement to double as high visibility patrols in Parkland County and increased collaboration with the RCMP.

Enforcement Services has thirteen operational Community Peace Officers, and will continue to respond to all public complaints. Three officers will be reallocated to this new initiative. The direct impact of this may be a delay in response times, as matters that include bylaw infractions would be managed exclusively by the remaining officers.

The Pilot Traffic Safety Initiative will commence upon Council approval, with a review and reporting period after one year. Administration will present to Council a status report that will include:

- impact of enforcement on gravel hauling;
- impact of enforcement on commercial vehicle infractions;
- number of types of traffic enforcement violations issued;
- impacts to normal operations; and,
- collaboration with RCMP
