Purpose

Proposed Bylaw 2021-17 introduces desired text amendments to the Legend Estates Overlay regulations (Section 10.5) within Land Use Bylaw 2017-18 following the completion of capital stormwater infrastructure work by the County in late 2020.  

 

Summary

Following the registration of the Legend Estates subdivision, additional stormwater improvements were identified through the AECOM Legend Estates Stormwater Drainage Improvements Report, dated February 2020. The County completed the said capital improvements in late 2020. These amendments are being made to recognize the completed work that addressed previous deficiencies within the subdivision and corresponding development regulations within the Overlay. These amendments have been prepared and coordinated between Planning & Development Services, Engineering Services and the County's Legal Counsel. Additional information is provided within the attached Administrative Report.

 

Strategic Plan/Policy/Legal:

The proposed amendment is consistent with goals of the Municipal Development Plan No. 2017-14, Big Lake Area Structure Plan Bylaw 17-91 and the Parkland County Long-term Strategic Plan, Beyond 2040. Guiding Principle 3.2 "We responsibly manage growth to protect our region's biodiversity and the natural environment, while supporting a balance of land uses and strategic development".
