Town of Devon - Major Capital Cost Share Request

Proposed Motion

That Council approve the Town of Devon Major Capital Cost Share request of $1,000,000 to be paid in equal installments over three years, beginning in 2022 for the multi-use recreational facility, as presented.

Body

Administration Recommendation

Administration supports the proposed motion.

Purpose

Administration is presenting our recommendation for a recreation major capital cost share request Parkland County has received from The Town of Devon. This request is for a new facility and is outside of the scope of our current cost share agreement. This request is at a financial threshold that triggers Parkland County’s Major Capital Cost Share Policy (C-AD52).

Summary

As part of the Recreation Cost Share Agreements we have with our municipal partners, Council may, at their discretion, provide funding support for recreation amenities that are located in neighbouring jurisdictions but will provide significant benefit to Parkland County residents.

Strategic Plan/Policy/Legal/Staff Implications:

Pillar 1: Complete Communities - We recognize the diversity of Parkland’s communities, while fostering a united and shared vision for Parkland as a whole.

This request also aligns with the Parks, Recreation and Culture Master Plan:

Recommendation 6.3: Continue Cost Sharing
Recommendation 8.2: Enable Easy Access to Quality and Diverse Recreation Facilities

Financial Impact:

Cost: $1,000,000 ($200,000.00 annually for a three year term, starting in 2022)

Source of Funding:  Budget (2022, 2023, 2024)
