Administration Recommendation
Administration supports Bylaw 2021-19 being a bylaw to repeal Bylaw 2020-14 Temporary Mandatory Face Coverings, as presented.

Purpose
In 2020, the World Health Organization, Chief Public Health Officer for Canada and Chief Medical Officer of Health for Alberta identified face coverings as a way to reduce the risk of spreading COVID-19 in circumstances where physical distancing may not be possible. Under the provisions of the Province of Alberta's COVID-19 Relaunch Program, Bylaw 2020-14 is no longer required for the jurisdiction of Parkland County.

Summary
The World Health Organization, Chief Public Health Officer for Canada and Chief Medical Officer of Health for Alberta identified Face Coverings in 2020 as a way to reduce the risk of spreading COVID-19 in circumstances where physical distancing may not be possible. Parkland County Council considered it expedient and desirable for the health, safety, and welfare of the inhabitants of Parkland County to require the wearing of face coverings indoor public places and in public vehicles at that time. Bylaw 2020-14 received three readings on November 10, 2020 to enact for the safety of people.

The Province of Alberta has planned and initiated the COVID-19 Relaunch Program in June 2021. Under the provision of the Province and Chief Medical Officer of Health for Alberta, Bylaw 2020-14 is not required and can be repealed, as presented.
