Upon closure of the Public Hearing:
Bylaw 2018-31: Amendments to Acheson Industrial Area Structure Plan Bylaw 2014-29
1. That Council amend Bylaw 2018-31 as identified in Attachment 2B.
2. That Council provide second reading to amended Bylaw 2018-31.
3. That amended Bylaw 2018-31 be forwarded to the Edmonton Metropolitan Region Board for approval.
Bylaw 2018-32: Land Use Bylaw Redistricting of Pt. Section 11-53-26-W4M
4. That Council provide second reading to Bylaw 2018-32.

Administration supports the proposed motions.
Purpose
Proposed Bylaw No. 2018-31 is text and map amendments to the Acheson Industrial Area Structure Plan Bylaw 2014-29. The proposed amendments remove approximately 86 hectares of land currently identified as 'constrained and delayed development' to 'ready for immediate development'. The amendments also include text changes to reflect the Memorandum of Understanding executed by Parkland County and the City of Edmonton regarding future upgrades required to 231st Street.
Proposed Bylaw No. 2018-32 is an amendment to Map 9A of the Land Use Bylaw No. 2014-29 to redistrict certain lands within Section 11-53-26-W4M from the IRD-Industrial Reserve District to the BI-Business Industrial District and the MI-Medium Industrial District. The proposed districting is consistent with the Acheson Industrial Area Structure Plan and the proposed Section 11-53-26-W4M Conceptual Scheme.
The proposed amendments are supported by a Conceptual Scheme that includes all of Section 11-53-26-W4M and the portion of Section 2-53-26-W4M north of the railway. The Plan provides a policy framework for the development and ultimate buildout of the Conceptual Scheme Area in accordance with the Municipal Development Plan requirements. The Conceptual Scheme will be presented to Council for Adoption by Resolution following confirmation that the Area Structure Plan amendments have been approved by the Edmonton Metropolitan Region Board and prior to third and final reading of the two Amending Bylaws.
Summary
Council gave first readings to Bylaw 2018-31 (ASP Amendments) and Bylaw 2018-32 (LUB Redistricting) on December 11, 2018.
The City of Edmonton has requested minor revisions to two policy statements clarifying the intention of the Memorandum of Understanding regarding 231st Street. Administration supports the requested revisions and are highlighted in Attachment 2A; these amendments shall be considered by Council prior to second reading.
Tidewater Midstream and Infrastructure Ltd. provided written confirmation (Attachment 8) that they may wish to speak at the Public Hearing.
Administration received no further written or verbal comments in advance of the advertised Public Hearing.
Administration has provided an additional Administrative Report (Attachment 6) which speaks to updated matters since first reading.
Strategic Plan/Policy/Legal/Staff Implications:
The proposed amendments and Conceptual Scheme are consistent with the goals of Municipal Development Plan 2017-14, and the Parkland County Long-term Strategic Plan Beyond 2040 as well as are in alignment with the Edmonton Metropolitan Region Growth Plan as it supports industrial development within an identified Major Employment Area.
